Conferentie landschapsobservatoria
Op 9 en 10 februari kwamen meer dan 100 deelnemers uit 15 landen bijeen om ervaringen uit te wisselen over landschapsobservatoria in Europa. Het is de eerste keer dat in Nederland een dergelijke conferentie is georganiseerd door LandschappenNL. De internationale bijeenkomst werd geopend met bijdragen van Susan Lammers van het Rijksdienst voor Cultureel Erfgoed, Roel Feringa van het ministerie van Economische Zaken, Jan Jacob van Dijk van IPO en Maguelonne Dejeant-Pons namens de Raad van Europa. Vervolgens liet Berno Strootman, Rijksadviseur voor de fysieke leefomgeving, weten dat er in Nederland grote behoefte is aan eenduidige monitoring van het landschap.

Het grootste deel van de bijeenkomst bestond uit het bespreken van verschillende voorbeelden van bestaande landschapsobservatoria in Europa. Observatoria zijn er in veel soorten en maten: van lokaal tot nationaal, geheel gericht op monitoren en meten of ook gekoppeld aan vervolgactiviteiten en met wisselende ondersteuning door overheden. Een gedeelde zorg is het ontbreken van een verankering van landschapbescherming en –ontwikkeling in overheidsbeleid. Observatoria hebben een waakhondfunctie als het gaat om landschapskwaliteit. Door verschillende wijze van monitoring vragen zij hier blijvend aandacht voor.

De uitwisseling was niet alleen zinvol voor het startende observatorium in Nederland, maar ook voor bestaande observatoria elders. Daarom werd door veel deelnemers de behoefte uitgesproken aan vervolgsessies. De conferentie werd afgesloten met een korte excursie voor de buitenlandse deelnemers.

De ambitie van LandschappenNL is het Nederlandse observatorium te laten uitgroeien tot een effectief instrument waarmee gedegen landschapsbeleid wordt ontwikkeld dat overheden en burgers aanzet tot het verbeteren van de landschapskwaliteit en dat als onderbouwing voor landschapsplannen en andere initiatieven dienst doet.

International conference on landscape observatories

More than 100 representatives from 15 countries participated on the conference on landscape observatories which took place on 9 and 10 February in Amersfoort, The Netherlands. It was the first time that such a conference, organized by LandschappenNL and others, took place in The Netherlands. The opening sessions came from Susan Lammers of the National Heritage Agency, Roel Feringa of the Dutch Ministry of Economic Affairs, Jan Jacob van Dijk representing the Dutch provinces and Maguelonne Dejeant-Pons Executive Secretary of the European Landscape Convention, Council of Europe. Berno Strootman, national advisor on landscape, underlined the need for consistent monitoring of the landscape.

The largest part of the meeting existed on discussing the different examples of observatories, present in Europe. There are many types of observatories, from local to national, purely focused on monitoring or link to other activities and with different forms of endorsement by governments. Observatories have a role as watchdogs and in different ways they draw attention to the landscape and the developments that occur. CIVILSCAPE director Dirk Gotzmann stressed the need to involve civil society.

The exchange of experiences and information was useful for starting observatories, like the one in The Netherlands, as well as observatories that exist already for a long period. The participants agreed upon the need for more meetings to exchange experiences. The conference was closed with an excursion near Utrecht.

The conference supports LandschappenNL in its ambition to elaborate the Dutch Landscape Observatory into an effective instrument for protecting, managing and planning landscapes.
